Dr. Shaw’s professional positions included Chief of Child Psychiatry In-patient Service and Chief of Child Psychiatry Residency Training at New York’s Mount Sinai Hospital, Director of The Coney Island Mental Health Center for Children and Youth, and Chief of the Albert Einstein College of Medicine’s Family and Children's Mental Health Services for the entire South Bronx of New York, where he trained child psychiatry residents in community psychiatry. He joined the PTC’s Advisory Board in 2004.
In The Epidemic, Dr. Shaw wrote: “Large numbers of children, even including those who could be considered privileged, are no longer developing the empathy, moral commitment, and ability to love necessary to maintain our society at the level that has always been our dream.”

It was founded in 1995 to ensure that children are not constantly assaulted by sex, violence
and profanity on television and in other media. This national
grassroots organization has more than 1.3 million members across the
United States, and works with television producers, broadcasters,
networks and sponsors in an effort to stem the flow of harmful and
negative messages targeted to children. The PTC also works with
elected and appointed government officials to enforce broadcast
decency standards. Most importantly, the PTC produces critical
research and publications documenting the dramatic increase in sex,
violence and profanity in entertainment. This information is
